Contractor Apprehended: Allegations of Fund Misappropriation and Fraud in Tororo Construction Projects

TOROR | The State House Anti-Corruption Unit (SHACU) apprehended a contractor on suspicions of misappropriating government funds and engaging in fraudulent activities.

Mr. Polly Natuhwera, the director of Zianat Multipurpose International Ltd, was apprehended by a joint team from SHACU and the police in Tororo yesterday.

In November 2023, Mr. Natuhwera’s company, Zianat Multipurpose International, was granted a contract to construct Mwello Seed Secondary School in Mwello Subcounty, valued at Shs648 million.

An initial advance payment of Shs162 million was disbursed to facilitate project commencement. However, despite the intended completion within six months, the project failed to commence until April 19 of this year, seemingly prompted by impending action against the contractor.

To date, only 5 percent of the project has been completed.

Tororo District local government officials, including district engineer Andrew Asaya, chief administrative officer Richard Atama, and resident district commissioner Nixon Owole, made multiple unsuccessful attempts to reach the contractor.

Albert Amula, deputy RDC Tororo, remarked, “The contractor had become unreachable. Despite repeated attempts to contact him, he neither responded to calls nor was he present within the district.”

In the meantime, Mr. Natuhwera holds an ongoing contract for the construction of Simu Seed School Phase II in Bulambuli District, which remains at the foundation stage since the contract signing in January, valued at Shs89 million.
