Uganda: Tourism Ministry Official Faces Arrest for Alleged Misconduct

Doreen Katusiime, Permanent Secretary of Uganda’s Ministry of Tourism, is in hot water. The Public Accounts Committee (PAC) of Parliament ordered her arrest after she skipped a hearing on allegations of mismanaging funds.

Katusiime sent delegates instead of appearing before the committee to answer questions. Muwanga Kivumbi, PAC Chairman and member of the National Unity Platform (NUP), accused her of deliberately avoiding accountability.

Kivumbi slammed Katusiime, calling her a “repeat offender” who frequently avoids Parliament’s accountability committees. He reviewed past records, stating, “The committee reviewed her record and saw a pattern of dodging appearances. This time is no different.”

Determined to get answers, Kivumbi took strong action. He ordered parliament’s criminal investigation department (CID) to bring Katusiime in for questioning. “Find her home and bring her here,” he instructed the CID.

Kivumbi criticized the wasted time due to Katusiime’s absence. He pointed out that Members of Parliament (MPs) sacrificed their recess to attend the meeting, only to be disrespected. “This waste of time is unacceptable,” Kivumbi stated. “She deliberately avoided us. The MPs came here during their break to do their job, and she disrespects them. We won’t tolerate this.”

Adding to the suspicion, the committee discovered that Katusiime conveniently took her annual leave just before the scheduled meeting.

This incident raises serious concerns about transparency and accountability in Ugandan government spending. The PAC’s actions demonstrate their commitment to holding officials responsible.
